Who is "in charge" with the DDR dogs? The SV? Or do they belong to a different club? Do the east-german breeders stick to their own blood lines or have they mixed them with west lines?

Who is in charge with the breed?
Of course there is no specific club for the DDR dogs, that means there should be a club for the LSZ and CZ as well. The breed is already divided big time by the two major "trends", there's no need for more separations, or else folk would get really confused about what a GS dog actually is.
There are only a handful of DDR breeders who remained loyal to the DDR way of thinking and breedig and loyal to the true DDR bloodlines. Some of the great (former) DDR breeders now breed for money (west show lines). Money has ruined the DDR dogs, money has ruined the breed altogether.

Yes I realise this , the other dog resembles Lord.
But the other photo I mentioned was posted several months ago.
Pitzo was a name that rang a bell, as he so much looked like Held.
I don't know how to add the link, but you will find another photo of him*(Pitzo) and you can clearly see alot of Held.

Large-boned, medium strong, slightly stretched in the metacarpal. Good character, good expression. High, long withers, slightly yielding topline, good length and the croup. Correct front, good chest proportions. Good ago, very good rear angulation, expansive increment, powerful actions, correct result. TSB pronounced, lets out.
